Ray Bagley is vice president of trades operations for Newport News Shipbuilding, a division of Huntington Ingalls Industries (HII), located in Newport News, Va. Named to this position in 2014, he is responsible for production labor resources and processes, plant engineering and maintenance, waterfront support services, training, instructional design and The Apprentice School.

Bagley joined Newport News Shipbuilding in 1974 as a painter in the company’s Apprentice School. He has worked on all product lines, to include nuclear aircraft carriers and submarines, ship repair and conversion, and commercial ships. He has held positions at all levels of production and construction leadership, having been a foreman, a general foreman, construction supervisor, construction superintendent, and construction director. His most recent assignment was program trade director on the aircraft carrier refueling and complex overall program, which he held since 2010.

As an active member of the NNS President’s Safety Cabinet, Bagley has worked to improve worker safety and improve workforce engagement. In 2004, he served on the Union Negotiating Committee representing the company in negotiations with the United Steelworkers, which culminated in a four year contract. He is a two-time recipient of the NNS President’s Model of Excellence Award, winning in 2004 for leadership, and again in 2005 as a part of a team award for a new operating system in the paint department, which yielded improved quality and performance.
